<span>The Federalist Adams administration preferred infrastructure projects paid for by the federal government, and a preference for manufacturing. Meanwhile Southern states opposed this because very little of the proposed infrastructure spending would be spent in the South, and thought it was a way to use their money to favor local interests. They also envisioned an agrarian nation, rather than a urban one.
