So,

The percent increase is basically the same as percent decrease except that you subtract the June count from the July count.  If you let x be the June count and y be the July count, you can write it mathematically as follows:
\frac{y -x}{x}  = percent\ increase

Substitute.
\frac{800 - 600}{600} = percent\ increase
\frac{200}{600} \ or\  \frac{1}{3} = percent\ increase

The percent increase in people from June to July is 33.3333333%, which is not one of the options you put there.
