<span>I think what they're trying to tell you first is to find a common thread in his foreign policies of each country. I'm betting that more than one of the countries listed had similar policies he enacted to deal with them whether they involve trade, military action or something else probably fueled by economics. Then, you're just kind of showing what he did in each country that was different from the others, even if it's just a slight difference and you want to explain WHY he made those provisions for each country or why he handled certain countries similarly. Think about what was going on socially and politically with each country. Also, think about what each of the countries' economy looked like or their military, were they involved in a war at the time, a genocide? Research those things and they may let you into why Bush made the certain policies he made for each country. And perhaps, you could conclude the essay with what you would have done differently with certain countries or what policies you think worked well or fell flat or what could have made them better in your opinion.

Explanation:
The thing that led to many civil wars in Rome was because of land expansion. Rome was building up their empire by expanding the empire and getting more land, but it was not so easy to get land because there were already other Empire's that had it. In order for Rome to claim more land and expand their empire, they had to go into war for the land. For example, Rome went into what is called the "Punic Wars" against the Carthage Empire for land, and Rome won the wars. Another war was against each other, the cause of the civil war against Romans was because of power, and Romans wanted power over each other so they could have the land that they fought for.
