The Iroquois Confederacy worked as a democratic nation. Each tribe had a vote in the Confederacy congress but as a tribe remained autonomous to create and maintain their own culture. 
For option C--marriage was mutual between the couple but tribal rules prevented a woman from marrying a man from her clan. Women in the tribe had a lot of say in the lives and culture of the tribe. Though men made decisions at a government level, for family women had control. Therefore option B is correct for government affairs and military endeavors but for family dynamics it is not.
