See attachment. Can right angles C and E be congruent? I'm confused because right angle E is on the outside while right angle C
is on the inside but they are both right angles and equal the same degrees.

Yes, because the are the same shape and size, orientation doesn't matter when it comes to congruence. :)
They are indeed congruent. It doesn't matter whether they are inside or outside as long as the degrees are equal!
