What does it mean if a paint sample "matches" a known sample from a vehicle? Does this indicate the same source? Why or why not

If a paint chip were to match a paint chip from a known sample, there is only a 1 inch 33,000 chance that the paint chip came from another vehicle. While this doesn't link a particular vehicle to a paint chip without question, it does mean that there is a very good chance that a paint chip comes from that car if the samples match incomposition and other factors.
