The October Manifesto (1905) was a document signed by Tsar Nicholas II of Russia as an attempt to save his regime that had been at risk since the Bloody Sunday (January 9, 1905), also considered the day that began the Russian Revolution. In that day, troops shot at a peaceful crowd that was demanding the establishment of certain civil rights to the Tsar.

Such event caused major disturbances in the nation, and soon Nicholas II of Russia enacted the October Manifesto that granted freedom of speech, of assembly. of association and freedom from harm or trespass, among others. And it also established the creation of the Duma, a legislative body whose members had to be popularly elected, and that would constitute the lower house of the Russian parliament. Along with the State Council's approval (the upper house), the Duma would be capable of enacting legislation.
