The Answer is Option D: As a part of Congressional Reconstruction, African American men were able to  vote and take an active role in state government.

Explanation:

Sixty percent of the voting population in South Carolina were African American, and this assured Republicans were in control of the state government during Reconstruction. This allowed for the passage of progressive legislation that sought to improve conditions for the black communities,  more than was accomplished by any other state in the South. In 1869 the South Carolina Land Commission was created to encourage landownership among poor blacks. Francis L. Cardozo was elected as Secretary of State in 1868.  However, Organizations such as the Ku Klux Klan were active in the state and they beat hundreds of victims and murdered many public figures at this time such as Solomon Dill and James Martin. Between 1868 and 1871 South Carolina Republicans were subjected to terror.

Because there was dispute on whether the United States was a single entity or an amalgamation of independent nations. Before the Civil War, some states, like South Carolina, thought that a state had the right to nullify federal laws and even to secede from the United States.

When the original 13 independent colonies announced their independence from Great Britain in 1776 they considered themselves as <u>independent states, </u>however, the requests of the Revolutionary War obligated the states to acknowledge a <u>need for a central government.</u>
