During this time, the US' national constitution was the Articles of confederation, this national constitution gave the states all of the power and reserved very little for the federal government (which in this case was the Continential Congress). One of the powers that the federal government was deprived of was collecting taxes from the states/people. This meant they had little to no money to fund a national army (in this case the continential army)
