<u>After the end of World War-I, The first attempt which was made on large scale to provide collective security in modern times was the establishment of League of Nations.</u> The provisions under these League of Nations represented a weak system that was in regards to decision making and collective action. <u>But according to Perking and Palmer, League of Nations failed because United States denied joining it and second reason was the rise of Soviet Union outside the league lead to its failure. </u>The League of Nations also failed because every member country had been given a Veto Power and if that particular country did anything which was not under the principals of League of Nations then League of nations were not even able to take action against that country as if they did so, then that country will use its Veto Power and immune itself. League of Nations was more concentrated in European countries as most of its members came from European nations.  <u>Absence of United States also deprived the countries under League of Nations as there was no economic leverage.  </u>
