This Northwest ordinance came into existence shortly after states like Virginia and New York claimed ownership of some territories present in the north west of America. These claims came into light after the American war of independence.

This Northwest Ordinance was ideated by Thomas Jefferson. According to the ordinance, the districts can send a representative after the population in that district crosses 20,000 out of which there should be 5,000 men who are eligible to vote. When that happens, the territories which comes houses those districts can be eligible to become a state.
