if its only enjoyment, no one would really gain anything from reading it. but with slight uneasiness, the reader will begin to question things thus giving them a deeper meaning

I think It's either the second or last option. I'd go with the last option though.
Veto is the power given by the constitution to the president, in which, if a president believes that the legislation trying to be passed is not worth the effort, or there is problems with the legislation, then they can use line-item veto, which takes out parts of the to-be law.
