It depends on what is wrong with the dam that's causing the problems for the fish. If the problem is pollution, you could take the weekend off to clean the dam. If the problem is too many predators, you could call an agency to kill/move the predators depending on what the predators are.

As the problem would be that fishes were unable to migrate due to the obstruction caused by the dam, a possible solution would be looking to make a way for the fish to move upstream or downstream of the river. One possible way is through the fish tube, which they used to allow salmon fishes to swim upstream.
