Athens had the best government of that time. The democracy of Athens entertained freedom of speech.

Therefore it was allowed for many people to come and take part in public decision making just like today's time where various people from political background can come and make decisions.

Although many people were allowed in public decision making that didn't mean that any kind of decision would be taken, a proper jurisdiction was there in that time too, for monitoring what the individuals are saying.

Both the Russian and French revolutions saw the violent overthrow of a previous leader in a monarchical system. In Russia’s case, the Bolsheviks led by Lenin overthrew Tzar Nicholas II. Robespierre and the French Revolutionaries overthrew King Louis XVI. Both revolutions sought to replace the monarchy with socialist ideals. The famous motto of the French Revolution was “Liberté, Egalité, Fraternité” (Liberty, Equality, Fraternity). The Russian Revolution saw an implementation of Marxism, in which the proletariat would achieve liberty by forcing social equality.
