Well appeasement means giving up principles to pacify an aggressor so basically make your sentence about one country being submissive to the other for reconciliation and neutralization

Which by the way had been a statement that the United States of America would support neither France or Britain in the war. You would want the guy who knows a lot about law that best fits that role, same way in politics , you want someone who has experience and knows how the system works.
