Because the settlers where inexperienced and didnt know how to grow crops because most of them where rich men so they had bo experience in providing and they settlers where not friends with the indians so there where mean battles along with diseases

I may not be right but I think he means that permanent tenure recognizes the complexities of the law in a free society and nothing would contribute enough as much as a strong argument. And a few people would have enough knowledge and integrity to judge the law and should be retained because they are adequate to the office, so I think Hamilton supports it but I’m not entirely sure.
