Job training is seen as an investments that can generate more income for the federal government.
Because of this, the federal government created department of health and human services in order to provide financial helps for states who wanted to conduct job training for the local citizens.
In order to receive the grants, the states usually required by the Department to fulfill several criteria (such as rate of unemployment, number of population, expected total production, etc)
