I actually think pie chart is the correct answer.

The question asks which would be a good tool to represent data in terms of percentage of a whole. If you look at a line graph or scatter plot, they're not limited to % of a whole, they're used more for progressing data. 

A pie chart labels parts of a whole, so this would be correct. Hope that helps! :)
