All other inferior courts that may exist will be created <u>by Congress</u>.

Inferior courts are all courts except the Supreme Court. These inferior courts have limited jurisdiction. The rules for creating inferior courts are regulated in the United States Constitution, specifically in Article III, Section 1, it said:

<em>"The Judicial Power of the United States shall be vested in one supreme Court, and such an inferior Courts as the Congress may from time to time ordain and establish..."</em>

It means inferior courts which are lower than the Supreme Court are allowed to be formed by Congress. The inferior courts will be created by Congress from "time to time" depend on the needs of the Supreme Court. For example, it can happen if there are too many cases in the Supreme Court, and it is overload.

The United States Constitution only formed the Supreme Court but empowered Congress to formulate other, lower tribunals over time. Therefore as the case-loads over the Supreme Court raised, Congress was authorized to devise more number of lower federal courts.

Congress has formulated several courts in the national system which has the specialized domain. In the United States, the Court of Appeals has the special jurisdiction who reviews for the Armed Forces court-martial sentences. Only the Supreme Court of the United States has the authorities to interpret these cases.
