Throughout his presidency, Eisenhower adhered to a political philosophy of dynamic conservatism. He continued all major New Deal programs still running, especially Social Security.
He expanded his programs and brought them all together in a new cabinet-level agency, the Department of Health, Education and Welfare, by extending benefits to an additional ten million workers.
In addition, he implemented racial integration in the Armed Forces in two years, which had not been fulfilled in Truman's mandate.
