This question is an opinion. personally i think yes because many irresponsible teenagers are getting cancer and dying from their irrational choices. once you are 21, you are free to make your own choices

It clearly depict militarism because of the fact that a country will increase its armed forces capabilities in order to expand their territory or control colonized/overseas territories. This can be found many times through history, the Ancient Romans are a good example.
