1) I'm not too sure what states exactly you're talking about, but states like New York were pro slavery and Confederates stayed as union because the surrounding states were Union and they would basically be easily taken down.

2) Many fights in the Civil War took place in Virginia, because Richmond, Virginia was the Confederate captiol and the Confederacy had to defend it's capitol, Richmond.

I have more info on question 2 but honestly it technically has nothing to do with the question other than Union soldiers destroying it and stuff during the end of war, to make a mockery of the Confederates.
