President Woodrow Wilson recognized the very fact that the key to America’s success in war rested principally in its preparation. To secure success in the war, America has to make sure that there are enough men, capital, food, and supplies. Initially, the nation has to supply the basic elements to wage a war and then have to work to ensure military control, public support, and strategic preparation.

Accordingly, to regulate the industries the government took new powers, recruit soldiers (Selective Service Act), and shape public opinion. During the wartime, the WIB encouraged the factories to increase their total production for the success of America this led Women to enter the workforce.
