The leader of the majority shall be called upon to be the Prime Minister, and he or she would lead their Council of Ministers. Usually, the Prime Minister is the most powerful entity of the parliamentary democracy, as he or she can form the Council of Ministers by choosing amongst the members of the ruling party. In case of a coalition, or where a single party has been unable to achieve a clear majority, the leaders of various parties must elect one amongst themselves, who shall be designated as the Prime Minister.

In a parliamentary democracy, the Prime Minister is said to be the reflection of the mandate of the people. The Prime Minister is assisted by his cabinet, which consists of a small group of ministers, that are entrusted with the most important portfolios. In most nations, the Prime Minister has the final say over these appointments, and he or she usually appoints the senior members of the majority of the coalition party, especially the loyalists, who have shown their ardent support throughout the election campaigns and process. Some other nations have a requirement of cabinet ministers having a formal education, regarding the portfolio that they shall be having responsibility for. The Prime Minister stays in power as long as he has the mandate of the people, which is expressed by the members of the Parliament. A vote of no- confidence in the Prime Minister means that he no longer has the confidence of the citizens that have voted him to power, and must collectively resign along with his cabinet.
