A confederation is a system of government in which states retain sovereign authority except for powers expressly delegated to a national government. Confederation is an union of people or bodies of people. formed when a group of people or nations form an alliance. The term defines a permanent union of sovereign states for certain common purposes. Example: German Confederation established by the Congress of Vienna in 1815.
