The answer is no because when we basically  divide the number  , we always choose the result of the division [quotient] to be like the largest whole number of divisors possible to fit into the thing being divided [dividend]  , when we realized that the divisor doesn't exactly divide   the dividend  , we set things up so the leftover falls short . Then we use fractions or decimals , one can put the remainder over the divisor , and the result is a mixed number.
Anyways a remainder is always less than a divisor .
