Well the deadliest disaster in US history was in 1900, from the tropical Galveston cyclone in texas, which caused 6,000-12,000 deaths and around $28,000,000 in damage. Only 6 years later, the second deadliest disaster was the 1906 San Francisco hurricane and fire which claimed over 3,000 deaths.

<u>the north</u>: U.S. General-in-Chief Winfield Scott's plan to defeat the Confederacy: blockade the southern and eastern coasts, seize control of the Mississippi River so as to break the Confederacy in two, and then strike from all sides at once.  

<u>the south:</u>  a strategy of winning by not losing, of wearing out a better equipped foe and compelling him to give up by prolonging the war and making it too costly.  

This consisted of defending the Confederate homeland by using interior lines of communication to concentrate dispersed forces against an invading army and, if opportunity offered, to go over to the offensive, even to the extent of invading the North.

They argue the first event toward democratization is the threat of revolution, then creation of civil society organizations, and lastly an active middle class to provide moderation. 

When the citizens demand or threaten revolution, the elites must give up some power to maintain overall power. This is step one and is then up to the creation of organizations to enforce the elites come through with their promises. The middle class aids in providing education but also a vehicle for change. They are more moderate and will not allow the system to go to the extremes of the ordinary citizens or working classes.
