Adam Smith can be seen as a founder of modern capitalism. He believed that the role of government is to create a strong mechanisms that would enable any type of corruption, monopoly or similar things.

Explanation:

Smith believed that the wealth was not divided as it should be, so he had nothing against intervention of the government, regarding the distribution of the wealth. He had nothing against taxes, but still he truly believed that taxation system should not be progressive. According to him, the state is not the one that is fixing the market, because market will fix itself.

The Fair Labor Standards Act of 1938 is a United States labor law that establishes the right to a minimum wage and "time-and-a-half" overtime pay for people who work more than forty hours per week.  It also prohibits minors from being employed in "oppressive child labor."

It applies to employees engaged in interstate commerce or employed by a business engaged in commerce or the production of goods for commerce, unless the employer qualifies for an exemption from coverage. In 1938, the 75th Congress passed the Act, which President Franklin D. Roosevelt signed into law.
