This one of those dreadful questions where you have to have the words "more" or "less" down cold. 

If the probability of an event is 3 times another event it means that there are fewer of the second item present. 
Probability of Red being 3 times blue means that there are fewer blue. So you divide by 3 to get the fewer number of blues.

24 / 3 = 8 which is less than 24. Read this paragraph over a couple of times.

Green Pens are reasoned the same way.
24/4 = 6

The answer you want is 6 +  8 + 24 = 38

Blue pen = 8 because red pen is three times the probability of blue pen (24/3)
Green pen = 6 because red pen is four times the probability of green pen (24/4)

So 24+8+6=38
