Indeed, Viola has just been rescued from her shipwreck by a captain off the coast of Illyria and her brother is missing. She thinks he is dead but the captain reassures her that he may be alive. The captain is a good looking man and Viola, who obviously has experience about life and people knows that she is supposed to judge him by his actions and not by his physical appearance, regardless of how pleasing it may be.

She clearly states that inner beauty rarely goes hand in hand with outer beauty and the captain is one of those rare exceptions where the two are perfectly matched.
