The first Congress of the United States established An Act in March 1791 that placed an excise tax on spirits. This law would become known as Whiskey taxes.
In September that same year, Attorney David Bradford, and ten men from several settlements held a gathering in Pittsburgh to approve a statement declaring that the tax was against liberty and manufacturing.
By 1794, the discontent grew into the Whiskey Rebellion against the excise tax.
