When meat or veges are frozen, they are basically kept secured from the bacteria. When frozen food is needed to thaw, the best way is to put them under running water. This will melt the ice gradually by keeping the food fresh. Putting food under refrigeration, or at the room temperature, or under microwave will also melt the ice, but some nutrients may vanish. So its better to put it under running water.
