According to given statement;

x+y = 54.6    Eqn 1

x=y+2    Eqn 2

(y+2)+y-54.6\\y+2+y=54.6\\2y=54.6-2\\2y=52.6\\

Dividing both sides by 2

\frac{2y}{2}=\frac{52.6}{2}\\y=26.3

Putting y=26.3 in Eqn 2

x=26.3+2\\x=28.3\\

State C spent $28.3 million and State D spent $26.3 million.
