Manifest Destiny although not a US policy did allow laws like the homestead act to be passed.  The Northwest Ordinance and the act of 1802 provided the prerequisites for admission as a new state.  I believe the reason for new States and not allowing current states to expand was because the southern states wanted to expand slavery into the new territories and the northern states did not want that to happen.

Slavery was different in the new world since they were not treated as people but as animals and in his home country he knew how slavery worked and how slaves were actually treated as people. He would be a slave at his own home gladly compared to this because he sees the horror around him and the way that the white people are intimidating and completely different from anything he had ever seen.
