The number of delegates in the legislative branch of Creek government was one delegate per town.
The tribe made up families living in one town ruled by one Chief, represented a politic body that governed there and was called Creek Italua. The Chief or Miko was an executive officer in the tribe that was elected for life and supervised the public issues. After the Miko, the Counselors or Mikalgi were the next in line. They formed the council of the town and gave the Miko assistant of issues of peace, war, and law. Then it came the hini-hálgie who were the old men and after them, the isti-tchakalgi or the beloved people that had served the tribe.
