This was called Westward expansion. It provided land for agriculture. this was important because he wanted America to be all agriculture and less factories. It doubled the size of America as well as gave us control of the Port of New Orleans.

Yes. New York's population is 8.4 million, Nebraska's is only 1.8 million. The governor's role is much more difficult with 8x the amount of people. 

New York has a higher expense rate. It costs FAR more to live in New York, than it does in Nebraska. Income is relative to area. 

Given how much taxes come out of the citizens, I would also say it's more fair NY Mayor gets paid more, his salary is more dispersed amongst the people than Nebraska.
