During 1917 a group of American experts, called the Inquiry, began drafting a peace plan. With advice from these experts, Wilson himself developed what would come to be called the Fourteen Points, which he presented to a joint session of Congress on January 8, 1918, “as the only possible program” for peace. The Fourteen Points embodied Wilson’s sincere ideals, but they also served the purpose of psychological warfare.
