I was listening to one of the debates related to politics by one of the influential persons in the current times. He was talking about the ideologies and the promises he had made on the basis of those ideologies. He also showed the achievements which he had received highlighting that he had fulfilled his promises. His debates were backed up with the facts and the figures in the recent times and thus he was proved right. There was no pompous show in his debate.

During the debate, a colleague on the negative side argued that bullies do not pick on students based on clothing. Uniforms won’t protect students from bullying because clothing isn’t the only thing that bullies look at. Bullies may look at skin color or even the culture of a particular student.

The emperor holds a stick in his hands, both ends parallel to the horizon, while the candidates advancing, one by one, sometimes leap over the stick, sometimes creep under it, backward and forward, several times, according as the stick is advanced or depressed.

I think the answer would be: <span>The emperor rewards his subjects for jumping over and under a stick.

The full passage basically tell the readers about the strange contest that both the emperor and the empress like to conduct. We can see from the third sentence that those who are able to finish emperor's contest will be rewarded with a thread of silk.</span>
