According to the Declaration of Independence, the people have the right to change their government when <span>the government doesn't protect their natural rights.
The most important idea in the Declaration is that all men are born equal and if some of those natural rights are endangered, the people can rebel to regain their rights which are lawfully theirs. In no other case should they openly change the government.

1649 the Maryland Governor passed the act.
Stated that all believers in Jesus should tolerate each other. Protestantism was gaining the upper hand, in a colony founded by Catholics fleeing persecution in England and parts of Europe.
