In the past, the debate in government is being done without any rules when govenrment representatives could shout over one another. Now, they must follow a proper way and must obey the direction made by the moderator.

• defined legislative structure

The compromise dictate the process that must happen for a certain legislation to be passed, along with the type of power that the legislative branch had within the government.
