  • Who will use what is produced?

For example, a country wants to produce computers  or cars. However, the things are either going to be created by experts of the field in large government funded laboratories or unskilled workers in private factories. So, the users depend upon how the technology is produced. If it is produced by government, obviously more people including middle class society will have access to it. But, if they are created by private owners, only elite class will have access to it.

So these are important things to be considered by a society.
