In psychology one of the most renowned investigations of
compliance and obedience was done by Stanley Milgram, who was a psychologist at
Yale University. He directed an analysis concentrating on the contention
between submission to authority and individual conscience. This started in July
1961. Stanley Milgram wanted to see how effectively customary individuals could
be affected into doing violence, for instance, Germans in WWII.
Congress can come up with laws, and send them to the president for approval. If it is vetoed, there are ways that Congress can override that. That is how they share responsibilities, I hope this helps.
