One little tool that you should always remember when you work
with percents is this:

           The symbol   ' % '  means  ' /100 ' .

So  ' 32% '  means  ' 32/100 ' .  There's your fraction.

If you want to simplify the fraction, divide the top and bottom numbers
by their greatest common factor.  The greatest common factor of 32
and 100 is 8.

           32/100  =  4/25 .        There's your simplified fraction.

To find the decimal, you have two choices:

Choice #1:
A fraction always means division.  Whenever you see a fraction,
it means "the top number divided by the bottom number".

Take one of the fractions ... 32/100  or  4/25 ... and do the division,
with your pencil or your calculator.  The quotient will be the decimal.

Choice #2:
Another little tool that you should always remember
when you work with percents:

     To change a decimal into a percent, move the
     decimal point two places that way  ==> .            0.25  =  25.%

     To change a percent into a decimal, move the
     decimal point two places this way   <== .             32.%  =  0.32
                                                                               There's your decimal.
