This is determined by its atomic number. The atomic number of an element determines its protons. So for example....

The atomic number of Boron is 5, therefore....the protons are 5.

The number of protons is same as like that of atomic number of the atom in an element. The protons of the element carry positive charge and the electrons carry negative charge.

The number of electrons in an atom is equal to the number of protons. The element can be defined as a substance that have the same number protons.
