Yes because if they speak Arabic, especially in the same dialect, then they are able to understand each other. That, after all, is the purpose of using a language common amongst a group of people

It depends, bc people from let's say (for example) Egypt have a different dialect than people from Yemen. Overall it depends how experienced you are with the language but yes, arabic speakers can understand each other. It is the same language after all lol.
