s (and acing them) and scored very high on national tests, would their chances of being accepted into Harvard of Ivy League schoolsl go down because of their "9th grade transcript" or no?

No. Ivy League schools look more at your Junior and Senior transcripts than your freshman year transcript.

No, although they may look at your 9th grade transcript this will not determine if you will or will not get into those schools. Having at least 3 AP classes during 11th or 12th grade year increases your chances of getting accepted GREATLY!
