So 3/8 gal will fill the entire bin.

 ¼ gal =  ⅔ bin 

  x gal = 1 bin 
        

(1/4) ⁄(2/3) = x

 (1 ⁄ 4) • (3 ⁄ 2) = x

x = 3/8 total gallons required to fill entire bin
