Why is it important to develop your own fitness program and not just use one developed for someone else?

Well you are unique and have your own specific needs and such. A fitness plan geared towards a middle aged, 6’ 5” man with a mostly meat diet will not be what’s ideal for a teenage 5’ 1” girl who eats a lot of carbs and vegetables. Everyone has different bodies, systems, and limits so it’s best to get one specifically tailored to you to achieve the best results.
