 The appointment of executive agency heads, such as cabinet level secretaries, commissioners, directors and assistants, allows the Governor to set the direction of the administration. for example: secretary of finance, infrastructure, education, and others.

The Governor is given the authority to create appointments of 4 varieties, executive agency authority heads, members of boards, commissions, task forces and councils, positions licensed by the general assembly for specific reasons, and persons to fill vacancies ensure federal, state, legislative and judicial offices. For example secretary of finance, infrastructure, education, and others.

The appointment of authority heads, like cabinet-level secretaries, commissioners, directors, and assistants, permits the Governor to line the direction of the administration.

Unconscionable bargains will be punishable by laws because  it's seen as something that is made as an effort misrepresent, to extort , or to trick other people into fraud.

When people are proven to be guilty for unconscionable bargains, it is really rare for courts to impose a jail time as punishments. Those people would most likely forced to renew the contract or have to financially compensate their victims plus additional fines to the court.
