I doubt very much it is located in continental Europe or Continental United States (meaning the lower 48). You are not describing Florida which does not get that much rain and is not that hot.
The Second one is Note dependent. I would call it moderate or continental. 28oF is not really that cold; parts of Minnesota get much colder. -30 is not all that uncommon.
